Inner boxes can also have multiple items in them like toothpaste. Each inner box can have say 24 tubes of tooth paste x six inner boxes equals 144 tubes per master carton. These can then be distributed to the correct departments when unpacked.

It's often marked with the quantity of units inside and shipping directions. It's designed to protect the smaller units, absorbing all the damage of transit without harming any of its contents.
